Tianjin Binhai Hi-Tech Zone’s GDP grew by 6.5% in the first half of the year

Since the beginning of this year, the Tianjin Binhai Hi-Tech Zone has closely adhered to the “Ten Actions” for high-quality development, particularly the “Supporting and Leading Actions for High-quality Development in the Binhai New Area,” accelerating the development of its “Four High-tech Zones,” and taking new steps towards high-quality development.

In the first half of 2025, the Hi-Tech Zone’s GDP grew by 6.5%. Revenue in 15 key service industries (January to May) increased by 17.9%. Key indicators such as retail sales and the general public budget increased by 10.2% and 8.8%, respectively. These key indicators maintained their leading growth rates. The “upgraded version” of the National Independent Innovation Demonstration Zone and the development of a first-class science and technology innovation city in northern China have achieved new results, striving to enhance the overall picture with the strength of this region.

The foundation for high-quality productivity continues to grow.

Tiankai Huayuan Science and Technology Park has attracted a total of 305 high-growth technology companies, 24 of which have been selected for the incubation stage of the Tiankai Science and Technology Innovation Board, representing nearly 60% of the city’s total. The Tiankai Huayuan Science and Technology Park has established a proof-of-concept pilot and pilot alliance. The three major Haihe laboratories are researching over 130 key core technologies and have incubated and introduced over 70 companies. The Haihe Laboratory of Cell Ecology has been selected as one of the first batch of key incubation pilot platforms by the Ministry of Industry and Information Technology. Twenty-eight corporate achievements have been selected for the 2024 Tianjin Science and Technology Awards, representing 14% of the city’s total. Kylin Software won the Grand Prize of the Tianjin Science and Technology Progress Award, and Lishen Company received the only Grand Prize in the city’s Technological Invention Award. Seven new municipal-level foreign-funded R&D centers, including New Intelligent Perception, have been added. Tiankai Huayuan Science and Technology Park has developed and implemented management measures for “research first, then equity” and “investment first, then equity.”

The foundation of the leading industries has been further consolidated.

Revenue in the five leading industries increased by 14% year-on-year. 793 new investment projects have been launched, with a total investment of 34 billion yuan. China Automotive New Energy, a secondary headquarters of a central state-owned enterprise, has officially settled in the area. Over 300 million yuan in central budget funding has been approved for the “two heavy” and “two new” sectors. The area has been designated as one of the city’s first pilot zones for future industries in three fields: core chips, brain-computer interaction, and cell and gene therapy.

The achievements of reform and opening up have been further consolidated.

Tianjin Binhai Hi-Tech Zone continues to deepen the reform of statutory institutions, strengthen performance-based compensation, promote dynamic cadre recruitment, and continuously optimize its industrial investment recruitment staff. An implementation plan has been formulated to deepen the reform of the Hi-Tech Zone’s management system. The reform and upgrading of state-owned enterprises has been promoted. In the first half of the year, revenue of state-owned enterprises increased by 34% year-on-year, and the return on state-owned asset revitalization met the annual target by 79%. The bonded maintenance policy has been extended to the Hi-Tech Zone. A pilot program for intellectual property financing services for established and managed enterprises has been launched. The Tianjin China-Europe (Hungary) Innovation Cooperation Center and the Puyue International Science and Technology Industry Collaborative Innovation Platform have been established.

The regional development environment has been further improved.

Tianjin Binhai Hi-Tech Zone has innovatively launched the “One-Stop Power Project” program, integrating environmental impact assessments and pollutant discharge permits into a single approval process for the first time. The development of a law-based government has been accelerated, establishing a “1+5+N” public legal service system. Regional commercial facilities are continuously improving, with the official opening of Bolong Lake Hengyi Plaza and the opening of ground floor shops in the Aerospace City South District. Smart Hi-Tech Zone has integrated 22 smart application systems, seamlessly connecting data with the municipal government and Binhai New Area. Comprehensive urban environment improvements have been launched, promoting environmental improvements and nighttime lighting at Huayuan Science and Technology Park. Ronghui Jingyuan has been selected as a national green and low-carbon model for 2025.

The quality and effectiveness of Party building work have been further improved.

The Tianjin Binhai Hi-Tech Zone has consistently used the Party’s innovative theories to unite people and build their souls. It was the first among development zones to launch the “Study Strong Nation” learning platform. It has conducted over 80 grassroots lectures, reaching over 2,200 people. It has carried out thorough study and education on the implementation of the Central Committee’s eight regulations, focusing on key themes and practical results, ensuring high-quality learning, vigorous investigation, and effective rectification. It has implemented a “challenge and lead” initiative for key research projects, completing 20 with high quality. It has fully served and cooperated with the Municipal Party Committee Inspection Team’s office, ensuring the smooth and orderly conduct of the inspection work through efficient work. It has established a comprehensive Party Committee for the information technology and biopharmaceutical industries. It has hosted the 2025 “Binhai Intelligence” Talent Festival with high standards. The China Electronics Technology Group Corporation’s Overseas Students Entrepreneurship Park has been upgraded to a national-level Overseas Students Entrepreneurship Park. It has also deepened the joint investigation and treatment of corruption, comprehensively utilizing the “four forms of corruption” approach to strengthen warning education and continuously purify the political environment.

In the second half of 2025, Tianjin Binhai Hi-tech Zone should earnestly implement the decisions and deployments of Tianjin Municipal Party Committee, Municipal Government and Binhai New Area, seize a series of development opportunities, anchor the goal of high-quality development, and focus on six aspects of work: First, it is necessary to strengthen strategic guidance to help deepen and implement the coordinated development of Beijing, Tianjin and Hebei; second, it is necessary to strengthen planning guidance and coordinate the conclusion of the “14th Five-Year Plan” and the planning of the “15th Five-Year Plan”; third, it is necessary to strengthen the “three new” drive to help the construction of Tiankai Science and Technology Innovation Park; fourth, it is necessary to strengthen the “three quantities” support to activate and release regional development momentum; fifth, it is necessary to strengthen institutional empowerment and promote reforms in key areas to achieve practical results; sixth, it is necessary to strengthen party building guarantees and deepen the comprehensive and strict governance of the party. The Tianjin Binhai Hi-Tech Zone is determined to forge ahead, working diligently and relentlessly to build a field army capable of shouldering heavy responsibilities. It is cultivating a culture of “standardization, pragmatism, and innovation,” practicing the work philosophy of “further increasing speed,” “further improving quality,” and “further improving efficiency,” enhancing its ability to perform its duties with high quality.
